Job Summary

The Senior Legal Counsel evaluates a broad range of applications for exemptions relating to securities legislation and reviews rules proposed by self-regulatory organizations, marketplaces and other market infrastructure entities involved in the derivatives market. Senior Legal Counsel are responsible for coordinating the development and drafting of securities legislation including local and national rules, regulations and policies, blanket relief, and interpretive notices. Additional responsibilities include handling public inquiries and providing advice to senior staff and Commissioners about policy and legal issues.

Senior Legal Counsel reports to the Deputy Director, CMR.

Main Tasks:

• review applications for exemptive relief and make recommendations about whether to grant exemptions;
• develop and amend securities legislation and regulations, including local and national rules, policies, blanket relief and interpretive notices;
• provide advice, information, and interpretation of the legislation, policies, and procedures to internal and external clients;
• review rule proposals from self-regulatory organizations, exchanges or other market infrastructure activities;
• represent and speak on behalf of the Commission at conferences, and professional and public education forums;
• maintain a close liaison with industry associations and other provincial securities commissions;
• work with other Canadian Securities Administrator staff in a constructive and cooperative manner.

Qualifications:

(Education, Work Experience, attributes etc.)

• Member of the Law Society of British Columbia (or eligibility for membership), plus

• A minimum of ten (10) years’ recent experience in a derivatives-related or securities-related practice derivatives or the industry in a legal advisory capacity;
• In-depth knowledge of derivatives, securities and corporate law and practices;
• Sound judgment and excellent analytical and communication skills;
• Ability to work effectively in a team.
• This position requires presence in the office the majority of the time.

Salary Range:

The salary range for Senior Legal Counsel (generally 10+ years of legal counsel experience) is $135,479 (minimum) - $175,947 (midpoint) - $216,414 (maximum).

The starting salary for this position will be determined considering the successful candidate’s relevant experience and education, salaries of other employees in the same salary range, market conditions and other relevant factors. Starting salaries are normally below the salary band midpoint.
